The Mt Thomas officers learn well-known local trouble-maker Joe Kenny has been given an early release from prison and batten down the hatches in anticipation of fresh mayhem. Wayne becomes involved with Kenny's wife and convinces her to help the police but his promise of protection falls through and leaves Wayne open to an allegation of sexual harassment. Tom prepares for a visit from Acting Inspector Monica Draper.
