Charlie Wilson (Hanks) è un abile e carismatico imprenditore del Texas che entrando in politica, viene eletto al Congresso come esponente del partito dei Liberali. Mettendosi in affari con un agente influente della CIA, Wilson arriva con il suo aiuto a manipolare sia il Congresso che la stessa CIA. In questo modo riesce a far promuovere una serie di operazioni segrete per combattere i sovietici in Afghanistan, assistendo ed addestrando i ribelli nella guerriglia. Wilson guadagna così una fortuna, procurando al tempo stesso numerosi vantaggi anche per gli USA. Purtroppo molti dei Talebani che contribuisce ad armare ed addestrare saranno poi destinati a diventare terroristi al seguito di Osama Bin Laden
