Il ranger americano John Cutter non riesce a salvare una famiglia tenuta in ostaggio e perde quasi tutta la sua squadra durante una battaglia con il famigerato trafficante d'armi ucraino Igor Rodin. Di conseguenza, viene congedato dall'esercito. Tre anni dopo, John è avvicinato dal suo vecchio colonnello ora diventato generale per cercare di fermare Igor, che sta fabbricando una bomba. John accetta ma la missione si rivelerà quasi impossibile perché Rodin sembra avere una talpa all'interno dell'esercito.
