Takuma Tsurugi, questa volta deve salvare il fratello minore del boss Owada e recuperare, a sua insaputa, un nastro che rivela corruzione all'interno del Parlamento. L'impresa riesce, ma scoperta l'esistenza del nastro il mercenario decide di riprenderselo e chiedere più soldi. Owada non vede altra scelta se non uccidere Tsurugi, ma qualcun'altro, nascosto nell'ombra, vuole quel nastro, e la situazione si complica per tutti...
Takuma Tsurugi returns! This time he is hired by the criminal Owada clan to rescue brother's boss and recover, but unbeknownst, a tape on which corruption is revealed in Parliament. Since Owada had not said anything of the tape Tsurugi decides to take it back and ask for more money. But the situation is complicated, someone else, hidden in the shadow, wants the tape...
